Missouri is a fault-based state — there's no no-fault or PIP law here, so property damage from an accident, including diminished value, is generally pursued against the at-fault driver's liability insurer, subject to their minimum coverage under Mo. Rev. Stat. § 303.190. That third-party route is a negligence claim, governed by Missouri's five-year statute of limitations (§ 516.120(4)); a first-party claim against your own insurer, by contrast, runs on your policy's own contract terms.
